Automated decision-making takes up an increasingly significant place in the administrative state. This article presents a conception of discretion that is helpful for evaluating the proper place of algorithms in public decision-making. I argue that the algorithm itself is not a site of discretion. The threat is that automated decision-making alters the relationships between traditional actors in a way that can cut down discretion and human commitment. Algorithmic decision-makers can serve to fetter the discretion that the legislature and the populace (...) expect to be exercised. We must strive to maintain discretion, moral agency, deliberative ideals, and human commitment through the system that surrounds the use of an algorithm and to develop a new expertise that can retain and exercise the expected discretion. Backing this argument are traditional legal constraints, public expectations, and administrative law principles, tied together through the organizing principle of discretion. (shrink)

Across the European research area and beyond, efforts are being mobilized to align research and innovation processes and products with societal values and needs, and to create mechanisms for inclusive priority setting and knowledge production. A central concern is how to foster a culture of “Responsible Research and Innovation” (RRI) among scientists and engineers. This paper focuses on RRI teaching at higher education institutions. On the basis of interviews and reviews of academic and policy documents, it highlights the generic aspects (...) of teaching aimed at invoking a sense of care and societal obligation, and provides a set of exemplary cases of RRI-related teaching. It argues that the Aristotelian concept of phronesis can capture core properties of the objectives of RRI-related teaching activities. Teaching should nurture the students’ capacity in terms of practical wisdom, practical ethics, or administrative ability in order to enable them to act virtuously and responsibly in contexts which are often characterized by uncertainty, contention, and controversy. El presente estudio se basa en las colecciones de los manuscritos árabes que se conservan actualmente en España. Para ello se hace un análisis de las colecciones existentes. A continuación se lleva a cabo un estudio de los catálogos e inventarios aparecidos, desde los primeros en el siglo XVI hasta la actualidad, deteniéndose en los más destacados. La segunda parte del estudio se centra en la técnica del análisis documental, que engloba los trabajos de catalogación y descripción bibliográfica. Indigenous psychologies are informed by their cosmogonies and cosmologies, philosophies, spirituality and religions, traditions and customs, and knowledge and praxis systems. This paper reviews some conceptions of consciousness, psyche, spirit, mental and physical health, relations to all Earth Beings (human and nonhuman), ancestors, nature, and altered states of consciousness among the Nahua and Maya of Mexico. Colonization has threatened these rich legacies by imposing the conquerors' cosmologies. However, these Indigenous communities continue to use plants, mushrooms, and some animals to generate (...) altered states of consciousness, enacting sacred rituals and healing. The conclusion recommends learning from these knowledge and praxes systems and their related consciousness and spiritual states to expand the emergence of decolonial psychology that may offer alternatives to address the challenges of our time. BackgroundDiagnosis and treatment of differentiated thyroid carcinomas cause anxiety and depression. Additionally, these patients suffer hormonal alterations that are associated with psychological symptoms. This study aims to evaluate the effectiveness of a psycho-oncological intervention based on counseling to reduce anxiety and depression related to the treatment in patients with DTC.MethodsA non-randomized controlled study, with two groups [experimental group, n = 37, and control group, n = 38] and baseline and posttreatment measures, was designed. Patients in the EG received a psycho-oncological (...) intervention based on counseling in addition to the standard treatment. The independent variable was the assigned group and the dependent one was the evolution of anxiety and depression, which were analyzed separately, and both were evaluated using the Hospital Anxiety and Depression Scale. Other relevant covariables related to the quality of life were also analyzed using Short Form-36 Health Survey and Psychological General Wellbeing Index scales.ResultsThe difference of the posttreatment-baseline variation showed a statistically significant reduction in anxiety and depression in the EG in relation to the CG. The mean of the Psychological General Wellbeing Index scales score increased significantly in the EG and decreased significantly in the CG. All the baseline and the posttreatment scores of the variables evaluated showed a statistically significant improvement in the EG vs. the CG.ConclusionThis study demonstrates significant benefits of psycho-oncological intervention based on counseling in anxiety, depression, QoL, and wellbeing of the patient with differentiated thyroid carcinomas. ArgumentThis paper focuses on the uses of electroencephalograms in Mexico during their introductory decade from 1940 to 1950. Following Borck, I argue that EEGs adapted to fit local circumstances and that this adjustment led to the consolidation of different ways of making science and the emergence of new objects of study and social types. I also maintain that the way EEGs were introduced into the institutional networks of Mexico entangled them in discussions about the objective and juridical definitions of social (...) groups, thereby preempting concerns about their technical and epistemic limitations. This ultimately enabled the use of EEGs as normative machines and dispositifs. To this end, the paper follows the arrival of EEGs and the creation of institutional networks then analyzes the extent to which the styles of thinking behind the uses of EEGs and attempts to reify a notion of normal electrical brain behavior—particularly by applying EEGs to a community of Otomí Indians—correlated with the difficulties of defining the socio-anthropological notions that articulated legal and disciplinary projects of the time. Finally, it unveils the shortcomings of alternative attempts to define a brain model and to resist the production of ontological determinations. (shrink)

This paper proposes a teaching alternative that can encourage the ethical reflective sensibility among students of social entrepreneurship. It does so by exploring the possibility of using religious parables as narratives that can be analysed from Ricoeur’s hermeneutics to provoke and encourage ethical discussions in social entrepreneurship courses. To illustrate this argument, the paper makes use of a parable from the New Testament as an example of a religious narrative that can be used to prompt discussions about social entrepreneurs’ ethical (...) dilemmas. The paper adds to the limited works that consider the teaching of ethics within social entrepreneurship education. It also advances studies that seek alternative strategies to teaching ethics in business contexts, making these strategies discernible for discussion within the broader business and management literature. Uno de los principales retos del transhumanismo lo encontramos en su antropología. Nos encontramos ante un reduccionismo en el que el cuerpo aparece despojado de su dignidad y el espíritu no existe. El ejemplo que más me llama la atención de esto es el de la endogénesis: no se valora el hecho de que el ser humano sea gestado dentro del vientre de otro ser humano; para ellos sería preferible tener una máquina que pudiese hacer la misma misión, en lugar (...) de que el embarazo sea un acto de amor que tiene impacto en toda la vida de la persona. Creo que este es el mayor obstáculo en el que nos encontraremos al valorar el transhumanismo, y es especialmente importante: la persona es un edificio de múltiples dimensiones inextricablemente ligadas. Es necesario reconocer la dignidad de nuestro cuerpo, que va más allá de ser sustrato material de nuestra consciencia. El cuerpo forma parte de nuestra naturaleza, en la que cuerpo, emoción, pensamiento y espíritu son dimensiones que están íntimamente ligadas. No podemos renunciar a nuestro cuerpo. Además, me gustaría proponer que dentro del cuerpo existen portales ante la trascendencia. no es lo mismo ser que parecer. Muchos defienden que pronto tendremos robots que estarán dotados de consciencia. Que podrán pasar el test de Turing. Además, la Inteligencia Artificial permite generar mensajes de manera sintética. En algunos casos, estos mensajes son relativamente simples, pero en otros casos, como los chatbots, resultan muy interesantes. Algunos autores estiman que, dentro de poco, estos chatbots podrían llegar a pasar el test de Turing. Una vez tengamos máquinas que pasen el test de Turing, ¿podremos decir que son conscientes? ¿Es lo mismo una máquina que pase el Test de Turing que una máquina consciente? Para algunos, la respuesta es «es indiferente». Yo digo que no, que no es lo mismo. (shrink)

Recently, there has been increasing theoretical and experimental interest in Popper's gedanken experiment. We calculate in this paper, using the path integral approach, the diffraction patterns predicted by quantum mechanics for this arrangement. The calculations confirm the narrowing of the width of the pattern in absence of the slit obtained experimentally by Kim and Shih (Y. Kim and Y. Shih, Found. Phys. 29, 1849 (1999)).

Resumen Proponer una ontología de lo político implica preguntarse por la relación que se establece entre ontología e historia. Si ambos términos se presentan como opuestos y excluyentes entre sí, entonces tendríamos que aceptar la posibilidad de que lo político pueda concebirse con plena autonomía de un contexto histórico determinado. Aquí, por el contrario, se trata de pensar una ontología de lo político que mantenga con la historia una relación distinta o, en otras palabras, una ontología política materialista. Para abordar (...) esta problemática partimos de la obra de Nicos Poulantzas, para dar cuenta con ella de las dificultades que enfrentaba un marxismo en crisis a la hora de pensar la autonomía de la política. El posmarxismo enfrenta estos dilemas y elabora algunas respuestas sobre la relación entre ontología e historia. Para exponer lo que muchos de estos desarrollos comparten, recurrimos a la interpretación de Oliver Marchart sobre lo que él denomina el pensamiento político posfundacional (Cf. Lefort, Badiou, Laclau, Rancière). Luego recurrimos a los postulados de Gilles Deleuze, porque con ellos podemos desplazar de otra forma la tradicional antinomia entre ontología e historia. Entonces, asumiendo que el Ser de lo político es un ser que siempre se dice de la diferencia, nos abocamos a analizar críticamente las teorizaciones de Ernesto Laclau sobre la política y su forma hegemónica. Finalmente, la relación que propone Benjamín Arditi entre espectro y populismo permite pensar nuevas relaciones entre la ontología y la historia, lo político y la diferencia, dinamizando los conceptos. Fred Sanger, the inventor of the first protein, RNA and DNA sequencing methods, has traditionally been seen as a technical scientist, engaged in laboratory bench work and not interested at all in intellectual debates in biology. In his autobiography and commentaries by fellow researchers, he is portrayed as having a trajectory exclusively dependent on technological progress. The scarce historical scholarship on Sanger partially challenges these accounts by highlighting the importance of professional contacts, institutional and disciplinary moves in his career, spanning (...) from 1940 to 1983. This paper will complement such literature by focusing, for the first time, on the transition of Sanger’s sequencing strategies from degrading to copying the target molecule, which occurred in the late 1960s as he was shifting from protein and RNA to DNA sequencing, shortly after his move from the Department of Biochemistry to the Laboratory of Molecular Biology, both based in Cambridge (UK). Through a reinterpretation of Sanger’s papers and retrospective accounts and a pioneering investigation of his laboratory notebooks, I will claim that sequencing shifted from the working procedures of organic chemistry to those of the emergent molecular biology. I will also argue that sequencing deserves a history in its own right as a practice and not as a technique subordinated to the development of molecular biology or genomics. My proposed history of sequencing leads to a reappraisal of current STS debates on bioinformatics, biotechnology and biomedicine. (shrink)

The outsourcing of clinical trials to Latin America by the transnational innovative pharmaceutical industry began about twenty years ago. Using archival information and field work in Argentina, Brazil, Costa Rica, Mexico and Peru, the authors discuss the regulatory contexts and the ethical dimensions of human experimentation in the region. More than 80% of all clinical trials in the region take place in these countries, and the European Medicines Agency has defined them as priority countries in Latin America. The authors raise (...) questions about the quality of data obtained from the trials and the violation of human rights during their implementation. El muro en que aparece pertenece a un salón alargado en el que se abrirían dos alcobas a cada extremo. El diseño está organizado en cuatro paños, enmarcados por trenza de lazos. Esta composición destaca por la conservación del trazo regulador, y también por el uso de filigranas que ocupan los espacios libres. On 26 June 2000, during the presentation of the Human Genome Project's first draft, Bill Clinton, then President of the United States, claimed that "today we are learning the language in which God created life".1 Behind his remarks lay a story of more than half a century involving the understanding of DNA as information. This paper analyses that story, discussing the origins of the informational view of our genes during the early 1950s, how such a view affected the research on (...) the genetic code (1950s and '60s) and the transformation of the information idea in the context of DNA sequencing and bioinformatics ('80s and '90s). I suggest that the concept of DNA as information reached a climax with the proposal of the Human Genome Project (HGP), but is currently facing a crisis coinciding with the questioning of the information society. Finally, I discuss the emergence of systems biology as an alternative paradigm. (shrink)

En torno a la simplificación que liga el término "postmodernidad" con el final histórico, cronológico, de la Modernidad se concitan dos posiciones opuestas: la de quienes (en la estela de Habermas) denuncian el talante conservador y apocalíptico, anti-moderno, de buena parte de los filósofos del siglo XX, especialmente en sus últimas décadas, y la de quienes (por ejemplo, Lyotard) celebran la caída de los referentes clásicos. Lejos de tal dicotomía, se trata de realizar del ambiguo "post" una lectura atenta no (...) a la noción de tiempo sino a la de lugar o espacio semántico: la postmodernidad no vendría a finalizar nada, antes al contrario, se trataría de una perspectiva práctica desde la que entender los problemas aún vigentes de la Modernidad, de la que el "post" antepuesto sería modulación radical, extremo Kunstwollen, voluntad crítica basada siempre en la descreencia última en toda trascendencia, incluida la propia de la lógica moderna del progreso y la emancipación. The combination of increased availability of large amounts of fine-grained human behavioral data and advances in machine learning is presiding over a growing reliance on algorithms to address complex societal problems. Algorithmic decision-making processes might lead to more objective and thus potentially fairer decisions than those made by humans who may be influenced by greed, prejudice, fatigue, or hunger. However, algorithmic decision-making has been criticized for its potential to enhance discrimination, information and power asymmetry, and opacity. In this paper, we (...) provide an overview of available technical solutions to enhance fairness, accountability, and transparency in algorithmic decision-making. We also highlight the criticality and urgency to engage multi-disciplinary teams of researchers, practitioners, policy-makers, and citizens to co-develop, deploy, and evaluate in the real-world algorithmic decision-making processes designed to maximize fairness and transparency. In doing so, we describe the Open Algortihms project as a step towards realizing the vision of a world where data and algorithms are used as lenses and levers in support of democracy and development. As critical research has revealed, climate change scepticism and inaction are not about science but ideas, and specifically the ideas that conform our worldview. Drawing on key theoretical approaches to climate change denial from the social sciences and humanities, this paper discusses the ideological dimension and, more especially, the anthropocentric denial underlying our failure to respond to climate change. We argue that the speciesist anthropocentrism inherent in the current dominant ethics is what prevents humanity from reacting to the main human-induced (...) drivers of global warming. Encouraged to do so by current mainstream ethics, humans overpopulate the planet, grow at the expense of other species, and indulge in cruel, unhealthy and unsustainable practices. We counterpose this ethics against the egalitarian, non-speciesist approach of the animal ethics movement, positing that it represents the next radical reflexive movement and could be used to break the climate deadlock. Animal ethics allows links with inegalitarianism and privilege that may help address climate contrarianism and climate inaction much more effectively. (shrink)

Tras una primera aproximación a este rico y desconocido archivo, el trabajo que se presenta en este trabajo es el inventario de una de sus series documentales más más interesantes para la investigación actual, por su (...) contenido genealógico. La creatividad, un constructo que se ha planteado desde distintas perspectivas a lo largo de la historia y son distintos autores los que la definen, la miden y la interpretan. Este artículo quiere estudiar cómo funciona la creatividad en alumnos con altas capacidades. Para ello se aplican dos instrumentos, dos pruebas, que están contrastados, para analizar las dimensiones de la creatividad a una muestra de alumnos de secundaria. Los resultados arrogan diferencias a favor de alumnos con alta capacidad. Las conclusiones (...) son que permite establecer una relación significativa entre la creatividad y los alumnos con alta capacidad. (shrink)

This paper addresses the 1996 cloning of Dolly the sheep, locating it within a long-standing tradition of animal breeding research in Edinburgh. Far from being an end in itself, the cell-nuclear transfer experiment from which Dolly was born should be seen as a step in an investigative pathway that sought the production of medically relevant transgenic animals. By historicising Dolly, I illustrate how the birth of this sheep captures a dramatic redefinition of the life sciences, when in the 1970s and (...) 1980s the rise of neo-liberal governments and the emergence of the biotechnology market pushed research institutions to show tangible applications of their work. Through this broader interpretative framework, the Dolly story emerges as a case study of the deep transformations of agricultural experimentation during the last third of the twentieth century. The reorganisation of laboratory practice, human resources and institutional settings required by the production of transgenic animals had unanticipated consequences. One of these unanticipated effects was that the boundaries between animal and human health became blurred. As a result of this, new professional spaces emerged and the identity of Dolly the sheep was reconfigured, from an instrument for livestock improvement in the farm to a more universal symbol of the new cloning age. -/- . RESUMEN La investigación científica constituye uno de los principios en los cuales se respalda la formación integral de los estudiantes de las ciencias médicas, por lo que los autores del presente texto se propusieron como objetivo exponer elementos de un plan de acciones establecido para reforzar los valores en los estudiantes de ciencias médicas centrado en la investigación científica utilizando un estudio de correlación en la facultad de Medicina de la Universidad de Ciencias Médicas, de Santiago de Cuba en el (...) periodo de septiembre 2016 a abril 2017. Los principales resultaron arrojaron que el 100 % de los estudiantes reforzaron valores como humanismo, responsabilidad y sinceridad principalmente, a partir del cumplimiento de las tareas asignadas durante las investigaciones que realizaron a diferentes instancias, por lo que se concluye que este accionar podría constituir un eje integrador en el proceso de formación profesional. ABSTRACT Scientific research is one of the main principles which supports students’ all-round medical sciences training, therefore, the authors of this paper aim to present elements of an action plan which is established to strengthen values in medical sciences students through scientific research by means of a correlation study in the Faculty of Medicine of the University of Medical Sciences in Santiago de Cuba from September 2016 to April 2017. The main results showed that 100 % of students strengthened values such as humanism, responsibility and honesty from the carrying out of allocated tasks during researches done in different institutions. En distintos estudios que se ocupan del eufemismo se ha puesto de relieve la función que desempeñan las expresiones eufemísticas en el discurso político como herramientas de las que se sirve el emisor para ocultarle al destinatario aquellos aspectos desagradables o inoportunos que podrían dañar su imagen. Este artículo se fundamenta en una teoría pragmático-cognitiva del eufemismo y explica los efectos que produce en la mente de los hablantes un conjunto de expresiones eufemísticas empleadas en el discurso político español durante (...) los últimos años. En concreto, se propone la existencia de tres fenómenos que influyen en la representación mental de la realidad que construye el intérprete: el encuadre léxico, la obstrucción del acceso al referente y la estigmatización de conceptos.
